Also called the Hellions.
Many survivalist groups lasted through the Fall in their isolated and self-sufficient communities. The Hell Riders are the descendants of several such groups and southwestern biker gangs that continued to flourish as a lifestyle toward the end of the 21st century. The hardy and close-knit groups eventually warred amongst each other over scarce resources and booty, until only one large gang remained – the Hell Riders.
Though there are many other smaller “gangs” that ride the haunted wastelands, only the Hell Riders have large-scale cohesion. They accept Humans and Mutants into their fold. The dozens of Hell Rider cells trade in commodities and oddities, and they also raid settlements and practice banditry on a regular basis, but they are careful about it. They have alliances that they honor with the Jeffersonians in the north and the Vagan Cartels in the south, and no Hell Rider would attack associates of either. They are mortal enemies of many other groups, not least of which are the Silics, Brotherhood, and League of Free Traders.
Hell Riders spend most of their time wandering the wastelands in a nomadic lifestyle. Once a year the cells all congregate in their hidden Central Hub for the Gathering. The Central Hub is the only permanent location of Hell Rider presence, located somewhere in the Vada Wastes, and its secret location is guarded with fervor. Though the Hell Riders lack centralized authority, relying solely on the cell leaders for guidance, when the Gathering takes place the leaders form a sort of council that directs the focus of Hell Rider activity for the coming year.
